An institutional meeting dedicated to digital management tools
Monday January 26, 2026, from 2 p.m., the first Digital sovereignty meetings. Organized by the delegated ministry responsible for Artificial Intelligence and Digital Technology, the event will bring together public officials, leaders of institutional organizations, business representatives and digital stakeholders around the issues of sovereignty and resilience of digital systems.
The meeting will be opened by Anne Le HénanffMinister Delegate in charge of Artificial Intelligence and Digital Technology. This opening will provide the general framework for the initiative and its objectives, in a context marked by the rise of technological dependencies, cyber risks and geopolitical constraints weighing on digital infrastructures.
Presentation of the Digital Sovereignty Observatory
The first sequence will be devoted to the presentation of the Digital Sovereignty Observatory by Clement BeauneHigh Commissioner for Strategy and Planning. This observatory aims to analyze and document France’s digital dependencies, whether they concern infrastructure, software, critical suppliers or associated regulatory frameworks.
The initiative aims to produce data and analyzes intended to inform public decisions and provide a shared reference base between administrations, public operators and economic players.
Introduction of the Digital Resilience Index
The following sequence will focus on the Digital Resilience Index, introduced by Olivier SichelCEO of the Caisse des Dépôts group and honorary president of aDRI. This index aims to assess the capacity of digital organizations and systems to cope with major disruptions, whether of cyber, industrial, regulatory or geopolitical origin.
The index intends to offer a structured and comparable approach to digital resilience, applicable to both public and private actors.
Presentation by the founders of the index
A keynote will bring together the founders of the Digital Resilience Index. David Djaizentrepreneur and author, Yann Lechelleco-founder and CEO of Probabl, and Arno Ponsgeneral delegate of the Digital New Deal Foundation, will present the genesis of the index, its methodology and its first use cases.
This intervention will make it possible to specify the criteria used and the operational purposes of the tool.
Feedback from operators and public stakeholders
The meeting will then give the floor to organizations involved in the design and use of these tools. RTE will be represented by Sébastien Henrideputy general manager, and Docaposte by Olivier Vallet.
These testimonies will focus on the concrete challenges of resilience and digital sovereignty for operators of critical services and public digital stakeholders.
Round table on national and European strategy
The last part of the event will take the form of a round table devoted to the national and European digital sovereignty strategy. It will notably bring together Thomas Courbe for the General management of companies, Véronique Torner For Numeum, Stephanie Schaer for the DINUM, Michael Paulin, Clement Tonon And Emmanuel Sardet for the Cigref.
The discussions will focus on the connection between public policies, the European framework and business strategies in digital matters.
