On March 24, 2026, the State in the Cloud Day brings together administrations, industrialists and European stakeholders around a subject that has become structural: the place of the cloud in public action. Organized under the impetus of the Interministerial Digital Directoratethe event takes place in a context where the cloud is no longer just an architectural choice, but a political, industrial and budgetary object.
For several years, the French state has been trying to reconcile digital acceleration, security requirements and the search for strategic autonomy. The day intends to review the decisions made, their limits, and the room for maneuver still available.
A national strategy confronted with reality
The morning will open with an overview of recent developments in the public cloud in France and Europe. The 2025 retrospective of the national cloud strategy should make it possible to measure the gap between the stated intentions and their operational translation. In particular, questions of technological dependence, the regulatory framework and the State’s capacity to manage complex architectures on an interministerial scale will be addressed.
The European dimension will also be discussed, with a sequence devoted to strategic autonomy seen by France’s partners, in connection with the DG DIGIT. Underlying this: the persistent difficulty in building a coordinated response to American hyperscalers, despite an increasingly assertive political discourse.

Industry and public procurement: a dialogue under constraint
Several interventions will give the floor to major industrial and institutional players faced with concrete accommodation choices. Michelin will present its cloud strategy, before a round table devoted to the obstacles to ordering European cloud by major clients. A recurring subject, which involves considerations of costs, maturity of offers, but also legal and operational responsibility.

The afternoon will be devoted to more operational formats. Several administrations and public companies will come and present their technical and organizational choices. France Televisions will detail the principles that guided the design of its stack Alicedesigned to limit technological confinement. THE National Center for Space Studies (CNES) will present its approach combining cloud innovation, FinOps and strategic data management, while the Atomic Energy and Alternative Energies Commission (CEA) will propose a projection on the evolution of data infrastructures by 2040.
Other sequences will focus on the orchestration of containers, administration environments or even interdepartmental cloud services, with the same question in the background: how to industrialize without losing control.
AI, trust and European offer
At the end of the day, a round table will bring together several European cloud providers, including OVHcloudaround the conditions necessary for the deployment of AI use cases in administrations. Data security, reversibility, auditability of models: so many subjects which go beyond technological performance alone and relate to the capacity of the State to remain master of its choices.
