FLUIDSTACK: a disappointment for the French AI strategy

The information has not yet been officially confirmed, but it is now circulating with enough consistency to raise questions. According to Bloomberg, Fluidstack would have abandoned its data center project dedicated to artificial intelligence in Bosquel, in the Somme, for an investment of 10 billion euros, just a few months after its announcement at the Summit for Action on AI in Paris

An episode which nevertheless deserves attention, as the project embodied, at the time of its launch, a form of demonstration of French sovereignty,

An announcement calibrated to mark a shift

When the project was unveiled, France intended to be among the territories capable of hosting very large-scale computing infrastructures, necessary for the development of artificial intelligence.

Advanced features contribute to this ambition:

  • a capacity of 1 gigawatt, equivalent to the largest international clusters,
  • an investment of 10 billion euros,
  • commissioning planned for 2026,
  • and, in the background, the argument for electricity of nuclear origin, presented as a competitive advantage in a context of increasing energy constraints.

The project was part of a larger whole, that of the 109 billion euros of investments put forward by the executive to structure a European AI sector. In this architecture, the commune of Bosquel was to constitute a visible anchor point, both industrial and political.

Initial uncertainties little resolved

From the outset, several elements nevertheless called for caution, the first concerns the scale, a 1 gigawatt data center is not a progressive extension of existing infrastructure, but an industrial leap. This type of project mobilizes financial, technical and logistical capacities comparable to those of major global operators, capable of deploying, in parallel, access to energy, security of equipment and customer contracts.

The second concerns financing, with a total amount of 10 billion euros put forward, the terms of its structuring (debt, equity, partners) have never been detailed publicly. However, at this level of investment, the credibility of a project relies less on the announcement of the amount than on the visibility of the commitments.

The third element concerns the timetable, with commissioning from 2026, which required particularly tight study, connection and construction times, in a European environment where these stages generally extend over several years.

These reservations did not call into question the strategic interest of the project, but they underlined its operational complexity.

A withdrawal which is part of a market logic

Reported information indicates that Fluidstack is not only withdrawing from the Bosquel project, but more broadly from its French initiatives, including a project associated with Mistral AI, while at the same time, the company would strengthen its presence in the United States.

This movement is accompanied by several converging signals, with a refocusing of the headquarters in New York, discussions around significant fundraising, and above all, the signing of contracts with American AI players.

The United States today concentrates a major share of demand for computing capacity, driven by companies capable of quickly committing large volumes. They also provide more direct access to funding and critical resources, including advanced semiconductors.

The gap between intention and execution

The episode highlights a broader gap between two temporalities. On the one hand, that of the public announcement, which aims to create a ripple effect, to signal an ambition and to position a territory in an international competition. On the other, that of industrial execution, which is based on constrained sequences: security of capital, contractualization of demand, access to energy infrastructures, control of deadlines.

Yesterday we contacted the company Fluidstack, as well as the office of the Minister for Digital Affairs, Anne Le Hénanff, in order to confirm this abandonment and to clarify its scope. At this stage, no response has been provided to us.
