With “Impulsion IA 2027”, the government is not creating a major national school of artificial intelligence, but is choosing to circulate AI through the channels already in place: Pix for acculturation, CFA for apprentices, CPF for continuing training and France Travail for people looking for work. The ambition is great, its result will depend less on the quality of the slogan than on the budgets, certifications and uses actually deployed in companies.
Thirty million assets, the figure gives the scale, but it does not say exactly what will be done. With its “Impulse IA 2027” plan, presented at Station F, the government wants to offer entry points to artificial intelligence to all people in employment or looking for work. A public platform, certification, learning paths, support from France Travail and some tools dedicated to SMEs: the State does not claim to train the working population in one go. He wants to install AI in the major French training and employment pipelines.
The nuance is important, because making a platform available to 30 million people is not equivalent to training 30 million professionals, even less to making them capable of transforming a profession, a company or an administration. But the ambition of dissemination deserves to be taken seriously, the battle for AI is no longer being played out only in laboratories, computing centers or fundraising, it is also being played out at the training counter, in the CFA of a medium-sized town, at the home of a job seeker or in the small business which is still hesitant to open an account on a generative tool.
The State does not create a school, it connects AI to its networks
The first device announced is called Explore IA, developed with Pix, this public and free platform is due to open in January 2027. It will offer, without prerequisites, introductory and advanced courses intended to understand the uses, limits and risks of AI at work.
The idea is pragmatic, rather than building an additional administration, the government relies on operators who already reach the targeted audiences: Pix for skills, CFAs for work-study students, France Compétences for benchmarks, OPCOs for branches, consular chambers for small businesses, France Travail for job seekers. France has a dense network. She chooses to use it.
This architecture is both the strength and fragility of the plan, it allows rapid dissemination throughout the territory, but it also dilutes the responsibility for execution. Who will measure the transition between a connection to Explore IA, training followed, certification obtained and a real change in the organization of work? At this stage, the plan announces the channels, it remains to build the dashboard.
Apprentices, first generation targeted
The government then wants to make CFA one of the first entry points. Every year, around 800,000 young people begin an apprenticeship journey. Over three years, the pool potentially represents 2.5 million people. It is a more precise target than the 30 million active people: young people already engaged in professional training, linked to a company and called upon to exercise professions whose tools change rapidly.
The choice is coherent, AI should not be taught as a specialty reserved for developers. It must be linked to an activity: produce a quote, prepare maintenance, analyze data, organize a site, assist a customer relationship, document a cybersecurity incident.
The promise, however, depends on two conditions. CFAs will have to choose to integrate these courses, and the financial mechanisms announced will have to be specified in the finance bill for 2027. The government plans a national support fund for CFAs and an increase in support for training that meets the needs of the economy around AI.
The CPF, the future AI skills market
The most structuring measure is perhaps found in the announced creation of a professional certification entitled “using artificial intelligence in your professional activity”. Built with Afpa and Anssi, it must make training eligible for the CPF and establish AI among the national training priorities.
The CPF is the plan’s most powerful lever because it can shift demand quickly. Once a skill is recognized and financeable, training organizations create programs, companies recommend them and employees take advantage of them. This is the expected mechanic.
That being said, AI is a field where content ages quickly, where tools change every quarter and where the training offering can be reduced to a few prompt recipes. A useful certification should assess more than the ability to write an instruction for a conversational assistant: data quality, verification of results, confidentiality, intellectual property, security, human responsibility. Without this, the CPF risks financing superficial acculturation while the professions are transformed for good.
France Travail becomes the safety net of the transition
The plan entrusts France Travail with a role that goes beyond support for a position. Each new registrant must have their skills assessed and be offered a personalized AI introductory course. The Job Seekers Academy must also integrate this content.
The message is political: do not let the technological transition widen the existing digital divide. The risk does not only concern jobs likely to be automated, it also concerns people who will not master the tools used by recruiters, public services and, tomorrow, their future colleagues.
The operational question remains that an initiation can help to write an application or prepare for an interview, it will not replace requalification for employees whose administrative, editorial or analytical tasks are the most exposed. It will be necessary to distinguish common initiation, useful to all, from real transition paths towards new professions.
In SMEs, AI enters through the HR door
For VSEs and SMEs, the government is planning an “AI HR Impulse” pilot in two regions, before a possible generalization in spring 2027. The more than 400 Enterprise Task Forces present in the territory must also be mobilized. First use case: recruitment.
This choice is revealing. HR uses (writing offers, preparing interviews, sorting and qualifying applications, responding to candidates) are immediate, visible and easy to demonstrate. They make it possible to bring AI into a company without requiring the manager to review his entire production chain.
But adoption by SMEs will not stop there, especially since the economic question is less about whether a company can save a few hours on a job advertisement than about determining where it can create value: in maintenance, commerce, workshop, logistics, finance, customer relations or design. The plan addresses access to the tool. It will then have to deal with access to use cases, data, secure solutions and local advice.
Social dialogue comes before the assessment of job destruction
The third pillar concerns working conditions, the ministry plans an observatory of the impact of AI, financial support for social dialogue in the branches, as well as work with Anact, Ires and the CNIL. The subject is not only legal. It affects the content of a job, supervision, work intensification, the autonomy given to employees and the way in which a company distributes productivity gains.
This part of the plan has the merit of assuming a reality that technological announcements often circumvent: AI does not deploy in a vacuum. It modifies tasks, redistributes responsibilities and can make certain skills less visible, and therefore less valued. Companies that treat these transformations as a simple software installation risk discovering too late that acceptability is also a productive asset.
A mass ambition, a budget still out of scope
The government recalls the replenishment of 665 million euros for the national AI strategy via France 2030. But this amount does not constitute, in itself, the budget for Impulsion IA 2027, especially since the credits allocated to the platform, the CFA, the CPF, France Travail, the HR pilots or the observatory are not detailed in the announcements.
France has chosen not to reserve AI for engineers, executives and already equipped companies, this is a necessary orientation. The real subject is to understand whether this access will translate, in companies, into a sufficiently solid increase in skills so that AI does not become a new frontier between those who know how to use it and those who will simply have to adapt to it.
